Korea Immigration Service Foundation (KISF) is participating as the Project Management Consultancy (PMC) for the project titled “Strengthening the Migration Service of the Technological Platform of the National Superintendence of Migration of Peru.”
Through the development of an immigration administration master plan and the establishment of core business processes, KISF contributes to strengthening immigration administration capacity by delivering capacity-building programs for public officials, on-site field management (FM), invitational and in-country training, and the operation of a monitoring and evaluation (M&E) system.

Across many countries including Peru, demand for immigration and border management service is increasing rapidly. However, limitations in administrative infrastructure, systems, and human resource capacity continue to cause challenges such as processing delays and reduced service quality.
As immigration and border management is closely linked to cross-border mobility and safety as well as the quality of public services, the need for systematic international development cooperation to strengthen the practical capacity of public institutions—alongside institutional improvement—is growing.

Key Activities

- Development of an Immigration Administration Master Plan:

Establish mid- to long-term operational directions and an implementation plan covering MIGRACIONES’ core functions.
- Strengthening Capacity for Immigration Policy Implementation:

Deliver education and training programs to enhance local officials’ understanding of their work and practical competencies.
- Field Management (FM):

Provide on-site operational management and monitor implementation status throughout the project.
- Invitational Training (Korea-based):

Share advanced administrative practices and strengthen practical capacity through invitational training in Korea for MIGRACIONES officials.
- In-Country Training:

Support on-the-ground application through practical training conducted in Peru.
- International Conference:

Organize an international conference to promote international cooperation and share cases and best practices in immigration administration.
- Support for Monitoring and Evaluation (M&E):

Support the operation of an M&E system to manage and review project performance.
